Plan council: two agents review your plan

Describe the decision
Choose Plan council and a bounded change. Ask for constraints, failure cases and verification. Either Codex or Claude can author the first plan.
Read the challenge and revision
The other provider reviews critically and the original author revises. The queue reserves the workflow’s required provider capacity. Implementation is a separate handoff after the revised plan.
Keep your own review
Two agents can share a mistaken assumption. Inspect the final plan and ask for evidence around consequential choices. A small direct task may not need council overhead.
